Acceptable Use Policy

This Acceptable Use Policy ("Policy") applies to the EastArkNet websites, official mobile applications, scanner, call archives, alerts, notifications, and related services.

Use EastArkNet lawfully, responsibly, and in a way that does not harm other people, interfere with public-safety operations, compromise restricted information, or disrupt the Service. This Policy is part of the Terms of Service.

1. Core Rule

Do not use EastArkNet to cause harm, facilitate unlawful conduct, interfere with responders or public operations, violate another person's rights, defeat access controls, or degrade the Service for others.

2. Criminal or Evasive Use

You may not use EastArkNet to:

• commit, plan, facilitate, coordinate, conceal, or profit from a crime;
• avoid, evade, ambush, or monitor law enforcement while carrying out unlawful conduct;
• locate officers, responders, victims, witnesses, private residences, or property for an unlawful purpose;
• defeat a perimeter, checkpoint, search, arrest, warrant, emergency closure, or responder operation;
• interfere with an investigation, rescue, fire response, medical response, emergency-management operation, or public warning;
• destroy, move, conceal, or tamper with evidence;
• warn an offender or unauthorized person about responder movement so they can avoid lawful action; or
• use radio-monitoring information where doing so is unlawful.

3. Harassment, Stalking, and Harm

You may not use EastArkNet to:

• stalk, follow, harass, threaten, intimidate, extort, or target another person;
• identify, contact, approach, photograph, livestream, or publish information about a victim, witness, suspect, juvenile, patient, responder, or private individual for an improper purpose;
• engage in vigilantism or encourage others to confront someone;
• publish sensitive personal, medical, or location information in a way that creates a foreseeable risk of harm; or
• exploit a tragedy, emergency, or private misfortune for harassment, intimidation, or abuse.

4. Do Not Interfere With Responders or Radio Systems

You may not:

• go to or remain at an emergency scene, restricted area, evacuation zone, or active operation when doing so could interfere with responders or create additional risk;
• transmit on, jam, interfere with, or attempt unauthorized access to a public-safety radio system or network;
• impersonate EastArkNet, an agency, officer, dispatcher, responder, or public official;
• falsely claim official access, endorsement, or affiliation;
• use EastArkNet as an official dispatch, emergency-alerting, incident-command, officer-safety, or responder-safety tool; or
• present unverified EastArkNet information as confirmed official fact.

5. Restricted Access and Access Codes

You may not:

• share, sell, publish, transfer, solicit, or trade an access code or other restricted credential;
• use an access code you are not authorized to use;
• guess, brute-force, intercept, extract, or otherwise try to obtain a restricted credential;
• bypass talkgroup restrictions, authorization checks, signed links, or permission filters;
• keep or redistribute restricted content after authorization is revoked; or
• misrepresent your eligibility for restricted access.

6. Technical Abuse

You may not:

• scrape, crawl, mirror, index, bulk-download, or systematically archive the Service without written permission;
• use bots, scripts, headless clients, modified clients, or other automation that goes beyond ordinary personal use;
• evade rate limits, capacity limits, access restrictions, or security controls;
• probe or test vulnerabilities without prior written authorization and reasonable coordination;
• send malware, malicious payloads, denial-of-service traffic, or abusive requests;
• interfere with audio delivery, queues, alerts, notifications, or other users;
• falsify listener, access, notification, statistics, or delivery information;
• reverse engineer or circumvent the Service except where applicable law specifically permits it; or
• use EastArkNet to build or operate a competing commercial archive, dataset, monitoring service, or model without written permission.

7. Redistribution and Commercial Use

Unless EastArkNet gives written permission, you may not:

• rebroadcast or stream EastArkNet audio;
• republish recordings or substantial collections of EastArkNet metadata;
• sell access to EastArkNet content;
• embed EastArkNet as a paid or advertising-supported feature;
• use recordings in advertising or sensationalized commercial content;
• remove attribution or make EastArkNet content appear to come directly from an agency; or
• create a permanent public archive from EastArkNet content.

Nothing in this Policy removes rights that cannot legally be waived, such as fair use where applicable. You remain responsible for complying with the law and avoiding harm.

8. Reporting Abuse

Do not knowingly submit false abuse reports, forged legal requests, fraudulent copyright complaints, or misleading evidence.

When reporting a problem, include only what is reasonably necessary to investigate it. Do not send passwords, access codes, private keys, or unrelated personal information.

9. Enforcement

If EastArkNet reasonably believes this Policy has been violated, we may take steps such as limiting requests or features, revoking an access code or credential, suspending or terminating access, removing or restricting content, preserving relevant existing records as permitted by law, notifying an affected provider or rights holder, reporting conduct to an appropriate authority when required or permitted by law, or pursuing civil remedies.

EastArkNet cannot preserve, reconstruct, or disclose an individual listening history that it did not collect or retain. Aggregate statistics generally cannot identify one listener or be separated into listener-level contributions.

Enforcement decisions may consider the seriousness of the conduct, risk to others, intent, available evidence, cooperation, legal requirements, and the security and reliability of the Service.

10. Requests for Review

If your access has been limited or revoked and you believe that happened in error, you may submit a concise request for review through EastArkNet Support.

EastArkNet may decline to disclose security-sensitive information or restore access. This does not create a guaranteed right to an appeal, hearing, or continued service.

11. Changes to This Policy

We may update this Policy from time to time. Material changes may be announced through the website, app, or another reasonable method.
